Five tests that expose generic products
Configurable religious holidays, rostered-shift overnight logic, a configurable working week, PKR pricing, documented EOBI handling.
Most HR software available here was built for a different labour market and localised superficially. The tell is in the details: no religious holidays, a five-day week assumed, no overnight shift logic, or a payroll that does not understand EOBI. Here is what to insist on seeing.

Operational HR is usually covered well. Statutory payroll, EOBI filing and bank files usually are not.
A vendor claiming full compliance who cannot show a generated report has not done it.
For twenty staff, a terminal and a shared sheet may genuinely suffice. The signal is duplicated data, not headcount.
If annual software cost approaches a full month of payroll, the pricing is out of proportion to the value.

Most HR software available in Pakistan was designed for a different labour market and then localised superficially. The tell is in the details: a leave module with no religious holidays, a roster that assumes a five-day week, a payroll that does not understand EOBI, or attendance that cannot handle an overnight shift. This page covers what genuinely matters when buying HR software in Pakistan, and which of those details you should insist on seeing.

If a vendor cannot demonstrate these with your own data, they have not built the product for your market, whatever the marketing says. Each is quick to check on a demo and impossible to fix later without a new project.
| Test | What to look for | A disqualifying answer |
|---|---|---|
| Religious and public holidays | Configurable by an admin, updated annually | Hardcoded in code |
| Overnight and rotating shifts | Rostered-shift calculation, demonstrated on your timings | "Not supported" |
| Six-day week and Friday/Saturday weekend | Configurable working week | Hardcoded Monday-to-Friday |
| EOBI and local payroll treatment | Documented handling of EOBI, or a stated boundary | Vague or evasive |
| PKR pricing without USD conversion | Price in PKR, quoted directly | USD list price |
The Employees Old-age Benefits Institution requires contribution reporting on wages and employee records, on its own schedule and its own formats. Any vendor claiming to handle it fully should be able to show you a generated EOBI report or an export that matches its required structure.
Being honest about a boundary here is a good sign. A vendor that says "we give you the clean, structured employee and wage data, and you or your accountant submit it to EOBI" has told you something useful. One that claims full compliance and cannot show an output has not.
Most HR platforms cover the operational side of HR well and the statutory financial side thinly, because the statutory side is local, changeable and jurisdiction-specific. Knowing where a product stops is what prevents a bad purchase.
| Area | Usually covered | Often not covered |
|---|---|---|
| Employee records | Yes | — |
| Attendance and shifts | Yes, if shift-aware | — |
| Leave and approvals | Yes, if holidays configurable | — |
| Payslip generation | Usually | Complex grade and allowance structures |
| EOBI reporting | Data export at best | Filing and reconciliation |
| Bank file generation | Sometimes | Bank-specific formats |
| Tax and final settlement | Rarely | Almost always a local accountant |
| Provident fund and gratuity | Calculation sometimes | Filing |
For a team of twenty, an attendance terminal, a shared leave sheet and a payroll workbook may genuinely be sufficient, and software would add cost without removing work. The case for a platform starts when the same person or data is being maintained in more than one place, and the reconciliation between them becomes a recurring monthly task.
The signal is not headcount. It is how much time is spent fixing the mismatch between systems rather than doing HR work.
HR software in Pakistan is priced in PKR, typically per employee, with modules charged separately. A useful sanity check is the ratio of software cost to monthly payroll for a team your size. If the annual software cost approaches a full month of payroll for a small team, the pricing is out of proportion to the operational value delivered.
Pricing is quoted in PKR nationally and does not vary by city. If a vendor quotes you a higher figure in one city than another for the same plan, ask why before accepting it.
| City | Typical buyer profile | What to weight highest |
|---|---|---|
| Karachi | The largest commercial base, from SME services desks to established manufacturers and retailers | EOBI and payroll handoff, because the employee population is larger and more formal |
| Lahore | Manufacturing, textile and BPO operations with heavy shift work | Rostered-shift calculation, overnight handling and multi-site rosters |
| Islamabad / Rawalpindi | Government, NGO, education and professional services | Role-based access and leave policy configuration over raw shift complexity |
| All three | Businesses hiring across more than one site | One workspace with role-based access, so a Lahore manager cannot see Karachi payroll |
Start with localisation that is hard to fake: configurable religious and public holidays, shift-aware overnight and rotating rosters, a configurable working week, PKR pricing quoted directly rather than converted from USD, and documented handling of EOBI. If a vendor cannot demonstrate these with your own data, the product is likely a generic system with a local skin.
Good products give you clean, structured employee and wage data that can be exported in a format suitable for EOBI reporting, and some generate the report directly. Filing and reconciliation remain a local process. Ask to see an actual EOBI output during the demo, and treat a vague answer as a warning sign.
Flowwkkr starts at PKR 18,000/month for 30 users and scales to PKR 40,000 for 100+, priced per employee capacity in PKR with devices and sync agents included. A useful check is whether the annual cost stays proportionate to your monthly payroll, particularly for a team of 20 to 50 where the operational saving should be obvious.
It is a question to ask every vendor directly, including us, and you deserve a specific answer rather than a reassurance. Ask where data is stored, how it is encrypted, who can access it, and what export you receive if you stop using the product. We will answer these directly on a call.
It should, and it must be configurable rather than hardcoded to Monday to Friday. Most Pakistani businesses work six days with Friday and Saturday as the weekend, so software that assumes a standard five-day week will miscalculate working days, overtime and leave accrual from the first month.
